Bramham Parish Council – Neighbourhood Plan Steering Committee

Minutes of Meeting - Thursday 3 December 2015

    Present: John Lynch (Chair), John Whitbread, Paul Marshall, John Tritschler, Neil Ferres, Dean Burdall & Ian Mackay (Leeds CC).

    1. Apologies: Linda Richards & Val Whitbread.

    2. The notes from the previous meeting were agreed to be accurate apart from the misspelling of Linda Richards name.

    Matters arising:

    -Becca Hall. The group noted the bringing forward of this possible new site for large scale development.

    - The group were informed that a decision on the Solar Farm proposal will be made on December 7. ( We now know that the application was rejected.).

    -Bramham Parish council decided not to follow up the group’s concerns about the Conservation Area that the group had referred back to them.

    The bulk of the meeting was taken up in discussion with Ian Mackay, an officer of Leeds CC, who offered advice on how to proceed with the Neighbourhood Plan:

    • Type of Plan? Should its aim be to conserve Bramham, or be more developmental? Or both? Should it deal with general issues and site specific? Or both?

    • We should identify which policies already cover Bramham.

    • We need data to back up our call for affordable housing. Ian recommended that we carry out a housing needs assessment which Renew Leeds could help us with.

    • We should remember that the intended Audience is not just the Parish but also the Examiner.
    • We should have evidence to back up items in the plan.

    • He suggested that we should start with draft policy intentions and don’t get bogged down in unproductive detail.

    • We should include projects, e.g. development of the village square. However the examiner will look at policy not projects.

    • One way forward would be to look at how Bramham has developed over the last 20 years and identify what has been undesirable and attempt to rectify it.

    • It should be local and distinctive.

     The group offered their thanks to Ian Mackay and resolved to produce a draft of policy intentions.

    John L. confirmed that he will be withdrawing from the group but that he will be available to assist in an advisory capacity.
